Chmyrivka municipality, situated in Luhansk region within the historical Slobozhanshchyna area, occupies a strategic position in Ukraine's southern steppe zone along the Aidar River. Located just 6 kilometres from the district centre of Starobilsk, the municipality sits at a crossroads near major eastern urban centres and logistics routes linking Luhansk, Donetsk, and Kharkiv regions. The territory features rich mineral deposits of clay, sandstone, limestone, and gravel, alongside critical ecological assets including the "Tserkovnyi Lis" National Forest Reserve and the "Shpotynske Dzherelo" Hydrological Monument.
Traditionally, the municipality's economy is anchored by a robust agro-industrial sector. Prior to 2022, agricultural operations were driven by 50 specialised entities — including 32 farms and 5 limited liability companies — managing 9,000 hectares of grain cultivation and an equal area dedicated to sunflower production, backed by established dairy cooling and livestock facilities. The municipality's broader economic fabric is supported by active small and medium enterprises (SMEs) in utility management, water supply, forestry, and road infrastructure.
Since February 2022, the territory of Chmyrivka municipality has been under temporary occupation. Despite these severe challenges, the local administration maintains active institutional continuity, driving strategic planning and project design to ensure immediate, high-readiness stabilisation, infrastructure reconstruction, and sustainable economic recovery upon de-occupation.
