Additional peculiarities of the municipality:

Shchastia municipality, historically a strategic industrial and energy hub centred around the Luhansk Thermal Power Plant in eastern Ukraine, has successfully adapted its administrative operations following temporary military occupation. Relocated to the city of Lutsk, the Shchastia City Military Administration maintains full governance and institutional capacity, employing a dedicated team of specialists focused entirely on human capital preservation and comprehensive post-deoccupation recovery mapping.

Despite physical relocation, the municipality continues to deliver robust educational, cultural, and social services remotely and through regional hubs. The Shchastia Lyceum operates digitally to ensure educational continuity, while the Shchastia Central Palace of Culture has active physical operations in Dnipro, and a dedicated Coordination Centre in Lutsk administers vital humanitarian, psychological, and social protection services across seven targeted welfare programmes.

Demonstrating strong institutional resilience and proactive governance, the municipality has also secured formal strategic partnerships, including a cooperation memorandum with the Dobrotvir municipality in Western Ukraine to enhance administrative capacity and mutual recovery planning. For international organisations, energy-sector donors, and European twinning partners, this highly organised community offers a transparent and institutionally mature platform for targeted humanitarian support, displaced civil-society initiatives, and critical planning for post-war energy and municipal infrastructure modernisation.
