Type of territory: rear

Population: 33,000, including 11,200 internally displaced people

Area of municipality: 450 km2

Priority project:

Reconstruction of water supply networks

Additional peculiarities of the municipality:

Shyroke municipality is located in southeastern Ukraine, strategically positioned between the regional capitals of Zaporizhzhia and Dnipro. Although it has remained under Ukrainian government control and avoided direct occupation or destruction, its proximity - just 40 kilometers - to active frontline areas has placed it in a risk security zone.

Since the full-scale invasion, the municipality has experienced a significant population increase due to the arrival of internally displaced persons seeking safety and stability. This rapid demographic shift has intensified pressure on local infrastructure, public services, and the labour market. Access to quality medical care, education, and stable water supply remains limited in many areas, especially in rural localities.

The local economy is predominantly agricultural, focused on grain and oilseed production, which has been heavily disrupted by wartime logistical and financial constraints. Despite security risks, over 300 businesses have registered in the municipality since 2022, indicating a cautious but growing economic resilience.

One of the municipality’s key goals is to create the conditions for residents - including displaced families, women, and veterans - to remain and rebuild their lives locally, rather than migrate further. Shyroke municipality exemplifies the urgent need for integrated recovery strategies that combine security, infrastructure rehabilitation, social cohesion, and sustainable economic opportunities.
